for Student Loans to Study at the University of Rwanda (UR) in the 2025
Academic Year
The management of the Higher Education Council (HEC) informs students
who completed their secondary education and were admitted to the University of
Rwanda for the 2025-2026 academic year that they can apply for a student loan
as follows:
Key Dates
- The loan application period will run from October 11, 2025, to October 17, 2025.
- Applications submitted after this deadline will not be considered.
Application Procedure and
Requirements
- The
applicant must have received admission to study at the University
of Rwanda.
- The
application for the loan is done online using the following link: https://hecmis.hec.gov.rw/.
- The
applicant must accurately fill in all required information on the
application form. Incomplete applications will not be processed.
- Only
students who completed secondary school in 2025 are eligible to
apply for this loan.
- Students
who completed secondary school outside of Rwanda must first present
an "Equivalence" certificate from HEC to prove their
academic level before applying for the loan.
- Applicants
who have received an "Equivalence" certificate should
fill in the required personal details, including the equivalence number
(which is equivalent to the index number), and all other requested
information.
The announcement is dated in Kigali, on October 10, 2025, and signed by Dr.
Edward Kadozi, the Director General.

In short: If you are a student admitted to the University of Rwanda for
2025-2026 and completed your secondary school in 2025, you have from October 11
to October 17, 2025, to apply for a student loan online via the HECMIS system.
